C’est dans un communiqué de presse, dont une copie est parvenue à Au pic de l’info, que la Coordination Provinciale, accompagnée de ses Coordinations Territoriales et Urbaines de la Société Civile Forces Vives du Nord-Kivu, exprime sa vive préoccupation devant la persistance des Forces Armées de la République Démocratique du Congo (FARDC) à maintenir une posture défensive face aux attaques incessantes du M23-RDF dans les régions de Masisi et Rutshuru, depuis plus de deux ans.
D’après ce qu’on peut lire de ce communiqué les tactiques défensives adoptées par les FARDC se caractérisent par le respect strict d’un cessez-le-feu unilatéral, ne réagissant qu’en cas d’attaque directe et optant pour des replis stratégiques définitifs en cas de revers. Cette approche laisse le champ libre aux terroristes du M23-RDF et expose gravement les populations locales à des violences, entraînant une crise humanitaire sans précédent dans la région du Nord-Kivu.
La Société Civile dans cette correspondance dénonce également le manque de coordination et de communication des responsables militaires sur le terrain, qui d’après cette lettre refusent tout dialogue avec la population et la Société Civile.
Face à cette situation critique, trois questions cruciales sont posées : Le Gouvernement de la République a-t-il abandonné le Nord-Kivu ? Quelles mesures sont nécessaires pour mettre fin à cette guerre ? La mobilisation de la population par la Société Civile est-elle indispensable pour contrer l’ennemi ?
Il y est également souligné l’urgence d’un suivi constant de la situation sécuritaire et de la nécessité d’une action immédiate pour contrer l’avancée du M23-RDF et ses conséquences désastreuses sur la population.
Les autorités compétentes sont vivement encouragées à prendre des mesures urgentes pour assurer la protection des civils et rétablir la sécurité dans la région du Nord-Kivu.
Rappelons tout de même qu’en dépit des tractations diplomatiques et politiques entrepris par les dirigeants de la sous région, les terroristes du M23/RDF sont à l’offensive et gagnent du terrain.
