Installation du comité de gestion dans le mécanisme de gestion des plaintes lors de l’exécution du projet de TRANSFORME spécialement en ville de Goma et en territoire de Nyiragongo.
C’était cours d’une séance de formation et atelier sur la mise à niveau des parties prenantes au cours de laquelle les autorités étatiques et plusieurs envoyés de la société civile ont pris part à l’Hôtel Linda de Goma.
Monsieur Samuel II BEGAA YENDJOGI, Spécialiste en Sauvegarde Sociale, donne ici les condensées de l’atelier et surtout le rôle de ces membres de comité :
« Nous sommes dans le cadre de la mise en œuvre du projet TRANSFORME, qui avait élaboré le mécanisme de gestion des plaintes (MGP). Ainsi, il est question d’installer le comité de suivis et de gestion des plaintes puis renforcer les capacités des membres du comité de gestion des plaintes en ville de Goma et à Nyiragongo,.., ces membres devront enregistrer les plaintes, passer à leur traitement et répondre au plaignant pour enfin s’il y a à améliorer et permettre le projet d’avancer », a-t-il affirmé à l’interview lui accordée.
Partant des expériences vécues, la République Démocratique du Congo (RDC), est réputée parmi les pays corruptible. Quant à cela, TRANSFORME prévoit des mesures et suivis de contrôle pour la protection et l’exécution du projet a l’égard des bénéficiaires ‘, dont la femme :
Au niveau du projet on a mis un document, un Code de bonne conduite dans lequel il est écrit des clauses qui démontrentque, une fois un personnel du projet tombe dans un cas de tentative de vol, de fraude, de détournement de fonds, on résilie directement son contrat. C’est aussi pour appuyer le gouvernement congolais dans lutte contre la corruption. Alors, j’appelle toute la population de Goma et de Nyiragongo de s’enquérir de ce comité ; en cas de plaintes, qu’aucun ne se dirige plus à la police ou au parquet plutôt au comité qui contribuera pacifiquement à en trouver solution », renchérit Samuel II BEGAA, en ajoutant que le projet n’a qu’un an sur cinq en RDC.
A voir les participants à cette séance, ils sont convaincus de l’exécution et la réussite du projet, comme madame Rachel MULULU, Représentante de la société civile de Karisimbi, indique :
« Nous sommes satisfaites comme il y aura d’abord la sensibilisation de la population quant à ce projet. Nous sommes énormément contente parce qu’on vient de nous dire comment il vaudra mieux gérer les plaintes. »
Il sied de signaler que la structure TRANSFORME aura à gérer 3 catégories de plaintes dont 2 au niveau local.
