RDC : Nord et Sud Kivu, les deux provinces soeurs au paradoxe fiscal

Un communiqué signé par la Direction Provinciale de Mobilisation et d’Encadrement des Recettes du Sud Kivu, DPMER-SK en sigle, vient de fixer la début d’application de cette mesure pour ce Lundi, 04 Mars 2024. Pendant ce même temps, au Nord Kivu c’est tout le contraire.

Au Sud Kivu, il est demandé à tous les agents de la DPMER-SK d’arrêter leur mission sur terrain à dater de ce lundi. Plusieurs opérateurs économiques et habitants de la ville de Bukavu trouvent que cette mesure est salutaire et permettra qu’ils reprennent le souffle pendant un moment.

«C’est responsable cette mesure des autorités, elle nous aidera à respirer. »; lâche Murhula, propriétaire d’un magasin au marché Baba Chingazi en ville de Bukavu.


Paradoxalement à cette province non touchée par l’insécurité comme sa sœur au nord, là-bas c’est la population avec l’appui des mouvements citoyens et certaines personnalités qui haussent le ton. Ceux-ci s’indignent de ce qu’ils qualifient d’un étrangement des autorités. « Nous sommes en guerre mais les autorités provinciales nous font aussi la guerre. Comment peuvent-elles nous exiger une telle somme comme frais de participation de nos enfants aux examens d’Etat? Et pour aller loin, elle fixent des frais appelés vitre teintée ! Nos gouvernants sont déconnectés de la réalité que nous vivons » s’est lamentée madame Nadège, habitante de la ville touristique.

Toujours dans ce même sens, les mouvements citoyens ont manifesté ce lundi pour exiger que le Nord Kivu soit déclaré province sinistré et qu’elle soit exemptée de certaines taxes.

Le Club des Intellectuels Africains, une organisation panafricaniste estime que les réclamations des nord-kivusiens sont fondées. «La population a le plein droit d’exiger des allègements des charges vue la situation qu’elle traverse ce dernier temps. C’est sûr que la province vit des impôts et taxes prélevés auprès des contribuables, mais là le contribuable est affecté? Alors qu’est-ce qu’on fait? On aide cette population à être résiliente. Surtout que les autorités n’oublient pas que trop d’impôts tuent l’impôt» a dit la coordination de cette organisation.

Pour rappel, les frais de participation des élèves du Nord Kivu sont fixés à 100 000 Francs Congolais après une protestation de la population. Au départ ils s’élevaient à 130 000 francs. Dans cette même province, pour raison de sécurité, l’autorité a fixé les frais d’identification des vehicules avec vitres teintées d’origine à 20$.  Dans sa circulaire, il est dit que ces frais serviraient à l’impression des fiches et carnets des reçus, à la communication, au contrôle et au transport des membres de la commission provinciale d’identification.
